My question is ive seen him/her fan its tail from what ive read only males can fan it out. When i give it treats it will drop its wings and spread its feathers and fan its tail and make a hissing sound. Im almost sure HE is male am i correct

No, both sexes will strut. All you can do is wait.
 
Ok ill have to keep a look out. I thought females couldn't fan there tale feathers like a male


Hens can and do strut. What I have found to be true in my broad breasted and midget whites is that very young, as in just a few weeks old, strutting is males. I've always tagged the young strutters as toms and haven't been wrong yet. May be different with other breeds, but works for my white babies.
