I don't know your circumstances. Do you have other unhatched eggs in the incubator or is this a lone chick? If this is a lone chick, you can move it as soon as it dries off and is active. You can move it earlier but you need to be careful not to give a damp chick a chill.
But you don't have to. Chicks absorb the yolk so they have enough nutrients and water to last two or usually more than three days without food or water. That's why they can be mailed and arrive alive and healthy. If you have other eggs in the incubator, you should wait until the hatch is over and move them all at the same time.
If you have some unique circumstances you may need to do things differently, but I wait until the hatch is over.
