Welcome to BYC. Its called priapism. You are doing the right thing by helping him to relax. I don't know anything about ducks, and I'm not a vet, but if it were me, and the problem continued, I'd give a small dose of benadryl to relax him more. 2mg of liquid benadryl per 24 hour period should be enough.
