I think my hen is depressed, what do I do?

I have a silkie hen, she's gone broody twice but both times she couldn't have a chick either time because one of our other hens had just had a chick. She is now very unhappy and either walks around being really noisy and not eating well or sits on the floor at the bottom of the coup and tries to make a nest. We live in the middle of a village and the neighbours don't like the noise she makes all the time. We are worried that if the neighbours complain then we will have to get rid of all of them. Is she displaying signs of depression and if so is there a way we can help her out of it?
 
If you have fertile eggs separate her from the others with her own water and food and as many eggs as she can handle. I have had smaller or lower in the pecking order hens not sitting until hatch due to other chickens taking some eggs or laying new eggs in their nest or breaking some of the eggs trying to lay on the brooding nest. A broody does not need much room as she spends 95% of her time on the nest. I have one in the back of my covered pickup truck bed in a rubbermaid tub with some straw in the bottom and ten eggs. Her first attempt in the coop she was bullied but this time she in due in two days and has been sitting with no problems.
