I think this girl is female

This is velvet I am starting to think that she is a male her comb and waddles is making me think that she 15 weeks

That is most certainly a pullet hen! She seems to be a Rhode Island Red, and that breed tends to grow slightly longer combs & waddles than other breeds. Another way to tell that she's a hen are her feathers and tail. Her hackle and neck feathers are rounded and smooth, unlike a rooster's, which would be sharply pointed and would drape downwards. Her tail sickle also does not arch like a rooster's, and it is shorter. Here's a diagram on how to tell the differences between hens and roosters if you'll find it helpful!

Yup. She's old enough to be showing the pointed saddle feathers and sickle tail feathers. You have a nice little pullet.
 
Yeah. Some develop earlier than others. Some females also get larger wattles/combs than others. But when they get old enough, the feathers also provide a good indication.
 
Definitely a pullet. 15 weeks is around the time I'd expect to see a female start to really pink up, particularly something like a Rhode island red
