ideas to hold silkie head up?

I have been caring for a 1 yr old silkie since November with wry neck/leg paralysis. She is now standing for small periods on her own. her balance is still off but she is trying to right herself and will squat. her biggest problem is raising her head. she can raise it but can't keep it up. when she stands she starts off good but slowly her head sinks down. any ideas how to strengthen her neck? she has a prominent crock in the bottom of her neck, not sure what to do.
