Yes, that is usually typical. Just check out the "Chicken owner charged after shooting dog" thread and there are many others. There was one recently that the home owners spent over 20 grand and thought that they were within existing laws/regs/home owners association regs for their situation, then someone complained. New hoa regs were written and apparently were made retrocative...
You would need anything in writing so you have a defensive position after you spend the money.

from UT! There are other members on here from Phoenix, maybe they can help you out with some of the rules and regulations. Good luck, I'm sure you'll find some chickens that need a good home.
 
I would check what you are zoned to have first. I know all of those cities right there, Scottsdale, Glendale, Peoria, ect. all have there different zoning. You could check out the feed stores that are around. The ones where I live sell chickens sometimes and some only sell them around Easter time. Also some places only allow hens and not roosters.
