I'm confused about my electric fence's power

I have my poultry fence (50ft) wrapped around my coop-shed. The tester says 2 Kv, does anyone know if that's enough to deter raccoons from getting in the windows. My Gallagher charger says .26 joules and .40 store joules...up to 25 miles. I don't have the ground rod as deep as it can go and was wondering if I should keep pounding it in. Thanks!

The deeper the better, but, just as an example I just have a wire without a ground rod pushed in the ground. Maybe 8 inches or so and I can tell from firsthand experience it zaps the trap out of stuff. I've accidentally touched it a few times and it lit me up.

I bought the tester because I didn't want to touch it ..haha. In the last place, I did touch it and it about jerked my arm out of the socket but I had the rod all the way in , which is 3 feet. I buy the T rods which are easy to pound in with a hammer....well easier. The tester I just purchased, the bottom indicator is 2kv which is the least amount.
 
I would venture to say raccoons and such are more opportunistic ans wouldn't fight through an electric fence for a meal. Dogs however I believe coukdaince they do it for the sport
