I'm confused about the title thing under people's usernames!?

Hi!
I'm pretty sure this is the right forum to post this in. (please tell me if I'm wrong) But anyways, I've noticed that some people's titles under their usernames are different???!!

I saw some that even had a different color! People have told me that only mods can do that, but I've seen people who aren't mods and they have a customized title and color.???? I'm really confused!!!

Please explain!
