Immobile toe

I have a 2- or 3-year-old Silkie rooster who has a toe that does not move. It feels like it is attached to the bone and it is completely immobile. There's no skin or flesh on that toe so it looks like a big claw. I think this might be painful to the rooster, judging by how he navigates the short ramp between the coop and the run. Any ideas of what' going on and how I can help him?

Drat! Been trying, unsuccessfully, for the better part of an hour to attach the pic of Roosty's foot with the immobile toe/claw.
