I incubate chicken eggs in egg cartons. What can I put quail eggs in without having to buy anything only going to hatch a few.

Absolutely. You can use chicken egg cartons. And actually they can work out better than quail egg cartons as the egg is not so tightly positioned in the carton and is tilted a bit. Easier on the the chick while zipping and hatching. Good luck!
