Incubator and Starting

I am going to try to incubate eggs. I have a couple of questions. First does anyone recommend a particular incubator or qualities of an incubator? I don't want to buy crazy expensive. Second, when is the best time to "start" the process in Upstate NY?

To me a fan and a good upright turner was a must. After that for beginning a foam incubator would be cheap. I have a 1602N I believe that works well. It’s a hovabator.
