Incubator factors?

Hello,
I have gone thought two times of trying to hatch eggs unsuccessfully, I have a little giant incubator and the temperature is usually at 99 degrees on average. Also the humidity is at 45% usually and i can not get it to go up. I have the automatic egg turner for it in and no luck. Is there anything I'm doing wrong? Also what are the factors of doing this and is there anything else i can do to increase my hatching?

You have to get the humidity up for day 18-21 otherwise probably a 50% hatch rate and if you crack the unhatched ones (outside) you will find fully developed chicks that couldn't get out of the shell. Even if you have to put a pan of water and a sponge in there, you need higher humidity. I have had the same problem and assume my central air has something to do with it, or.... I need a humidifier for the house.
 
Thank you for the help, I will do that... This is my second time trying to hatch and second time unsuccessfully, The eggs got to be almost fully developed and that is probably what happened they could not get out so they died.
