Should the fan run continuously? Mine Goes on and off with the heating element

Usually they do run all the time. Did you wire it in yourself?
To run all the time, it should be wired in before the therm in the wiring scheme.

I had it given to me this way it is a Hova-Bator 1602N. It looks like it was wired factory that way but I guess it could have been redone. I just was not sure which way is better. To me it seems like it should run all the time.

I have an LG and it does run all the time. Maybe someone with an HB will chime in with what it does.

It should run all the time. It is not wired right. The 1602N does not come with a fan so a fan kit has been added to it. There is a you tube video from incubator warehouse that shows how to install the fan kit in a 1602N that should help you figure out the correct wiring.
