incubator high 102, low 97. is this ok?

my homemade cooler incubator ie Egg-U-Bator is running with eggs in it. I put the eggs in and the temp FINALLY came back up after hours of running. Now the temp ranges from 97 - 102. it shuts of at 102 and back on at 97. Is this ok? I don't have a thermometer with a probe! man that would be nice. Now I know why! the average temp is 99? Hopefully that is good. any suggestions??
 
My non home made one is ranging from 98-100 right now, i havn't set yet tho, im going to wait a little longer.
 
If you were to fill Easter eggs with water and then put them in wouldn't it do the same thing? I don't have much room in mine for any heat sinks. But i have a 41 egg turner and im only setting 12 eggs.

It helps hold an even temperature throughout. You fill it with water and once it is to temp it helps keep the temp even. This is because the water doesn't automatically cool off... Hope that makes sense.
