incubator issue - worried about eggs

I have an incubator that I have used for hatchings and it worked well for the first time or two but the last time I used it, I had a very low hatch rate which before, I averaged 80%. I put a second batch of eggs in and we are on day 20. I have paid attention to temp and humidity and I noticed that I had no early PIP's which I always do. The reviews on my incubator were lack-luster on the accuracy of the temperature so I used a few other monitors to check the temp and they ranged from 104 and up. My incubator showed it was maintaining 99.5. Devastation hit so thinking they were fried I candled them and no movement at all was noticed in any egg. The incubator started blinking and stopped warming the eggs for about 6 hours. I turned it back on and it started working to heat the eggs up.
What is the survivability of the eggs at this point?
 
i used a celsius glass thermometer and it read 40. another one read 105, a reptile one kept inside said 100
 
yes with no movement. i took one egg out and opened it. the chick was nearly lifeless after the incubator was off. I quickly put that chick back in and turned incubator on, reset it so it cleared its issue and started warming again
