if my room air and incubator are registering 40% humidity before I even add water, should I add any at all? Assuming 40% was my target.
 
You don't need water as long as you have the humidity where it needs to be. A small soaked paper towel should work in case it drops a few percent
 
Towels are only good for raising it fast because of the larger surface area. It won't hold the water very long. If you can keep the humidity up then no you don't have to add water but watch it because when to weather front changes it could drop.
 
once I got temp stabilized, the humidity eventually dropped to about 27% and stayed steady. I added water and now at 48%. added 99 eggs from James Marie Farms (the ebay production room special)
 
and special thanks to the USPS for keeping my eggs at the right temp for incubating. i.e. leaving on porch without ringing doorbell in Texas heat.
