incubator temp

i am having trouble with my home made incubator. the light comes on ant takes the temp up 2 99.5f. but doesnt kick back on until it falls 2 91f. do you think my thermostat is bad? its new and for a hot water heater. i have moved it all around to try differnt angles but nothing seames to work. it takes about 40 minuts to drop in temp.

Try a larger watt bulb and that might help. Doesn't sound like it's bad since it is turning on and off.
