my incubator is running at 70% humidity how can I get this down to 45%

Remove the red plugs until it get's down to 45%, then put one of them back in.

How much water do you have in there? The surface area of water creates the humidity so by reducing it your humidity should come down. If you have plugs remove them altogether or if you have vents open them fully. Oxygen is vital for embryonic development so getting as much in there as you can is advisable.
