Ineffective Rooster - will he learn?

My teenage rooster (8mos old) has been mating my hens, but he is nowhere near "on target" - he does not come anywhere near their vent

He hangs on like heck & grabs their heads, but if he expects to fertilize anything he is SOL.
Is this typical?
Will he eventually figure out what he is missing (literally)?
OR:
do I have a Loser Rooster?
