Infertile hen?

So I think my best wheaten Marans (Best looking and lays darkest eggs) might be infertile. I have tried hatching her eggs like 4 times and they are just never fertile. I know the rooster is not the problem and he mates with her quite often.

Just that if the feathers are very thick and fluffy the sperm can't get into the hen.
Try giving them both a trim with some scissors.
