Is Dorothy (4 weeks) a boy? Wattles?

Dorothy, my partridge rock from Ideal (all the chicks were supposed to be girls, but we know how that goes), has been the runt of the flock since about 1 week old. She (I'm being optimistic in my pronoun usage here) has feathered a bit slower than the others, but not dramatically. She's about 1/2 the size of the other girls, despite eating pretty much constantly. Today I notice, maybe, wattles developing?

What do you think? She's 4 weeks old today.

Her legs are skinny, which is a good sign, right?
 
Oh, yay! I'm glad, she's my friendliest girl, I really wanted to keep her!
