Is gasoline safe for mite treatment?

No!
What kind of mites? Are you referring to scaly leg mites?
If so, a mixture of one part kerosene and two parts linseed oil brushed on roosts and chickens' legs once a month.
Gasoline would be dangerous for the birds.
Ivermectin works as a control about 7 drops by mouth.

Is this a preventative thing or the cure for scaly leg mites?
It is not a preventative measure.
This is how to treat. Scaly leg mite infestations can get bad and the worse they get, the harder to eradicate.
I don't believe scaly leg mites are that common. I've never experienced them in decades of chicken keeping. Maybe I've been lucky.

I'm not a big one for taking preventative measures other than big ventilation, fresh wholesome nutrition, clean water and general cleanliness.
Chemicals and drugs don't have much use here.
