Someone recently said he was Columbian. I'd never heard of it in silkies but when I googled he does seem to look the same. What attributes make a columbian silkie and would you say this information is correct.

Nope, never heard of them in my eight years of breeding silkies. I looked them up and seems there is such a thing though.He's lacking the hackle markings of a true Columbia pattern, so I would say no, he's likely not Columbian. Silkied feathering tends to muddy up patterns and makes it tricky to be sure, though.

I think if I hatched anything like him, I'd be tempted to call it a silver partridge.
It wasn't a colour I was familiar with and had always called him silver partridge, but was corrected on a FB page. He does have some attributes of Columbian but I think he may be more of a grey mix. here's a better pic. I was told a couple of my chickens weren't even silkies (one was satin and one naked neck.)
So I checked with a mutual acquaintance who's won national awards for his silkies and was a judge for them as well. He said of course my silkies are silkies lol, and to never listen to them. He knows that group as they were trying to disown satin silkies from being called silkies and trying to get the APA to list Satin as a breed. He said the APA will never allow for a new breed just because it's got a different feather type. They'll keep parroting the same garbage over and over and back each other up, and they're wrong.
