Is he fertile?

My roo is about 13 or 14 weeks old now. He is crowing, dancing for his girls (so hysterical!) and doing his "deed". lol Would he be fertile at this point? Or is he still practicing?
He's the one in my avatar, Henry.
He's mating with full grown, laying hens only, though dancing for others his age and not mating with them.
I'm just wondering at what point I could try incubating some eggs.

If he is making contact and not just going through the motions, he is capable of making the eggs fertile. Crack one open and look for the bullseye.
