Is it illegal to sell hatching eggs within your state without being certified?

Hi everyone! That's basically my question, is it illegal to sell hatching eggs within your state without being certified? I have an abundance of silkie eggs and when I'm not incubating I thought maybe I could try and sell some hatching eggs? Thanks in advance to anyone who responds!
