Is it normal for my male duck to try and breed this early?

Hello, about 14 weeks ago I hatched two abandon duck eggs at my neighborhood lake. Both of the ducks that hatched turned out to be mallard/cayuga males. Just yesterday one of my ducks dynasty revealed his male part for a minute or two and put it back. So, recently my ducks have shown interest in my croc shoe. Since they were so interested I through my shoe in the kiddy pool today and dynasty mounted it and was shaking his tail(I think this is breeding behavior). I thought ducks were supposed to be able to breed at 1 year, or am I wrong? Or is my duck just hitting puberty?
