Is it normal?

My 4 month old rooster still hasn't crowed and still hasn't grown small spurs. Is this normal? It has been a while since I've raised a rooster and I don't really remember...

My 14 week old hasn't started crowing either. My year old roo is just starting to get his spurs. I just read here somewhere that the spurs start coming in around a year old. As far as the crowing goes, it seems that there is a range but the norm is about 15-18 weeks. Still a range though in both directions.
