Is it too late to plant potatoes in New England?

I have a bag of seed potatoes that i was going to plant...but is it too late in the season already?
Thanks for any help...
OOh..and i forgot exactly how to plant them.. i know you "hill" the dirt... but which way do you put the eye in?? facing down or up?

Rather than 'hill, think trench. Dig a trench about 6" deep, and put the tuber, eyes up, in the trench. Cover with 2" of soil or so. Then, once the plants get about six inches tall, pull the dirt into the trench from the sides - leave the top leaf cluster exposed. Then, as they grow, start to 'hill' them. The new potatoes form about the old tuber. I'm still planting potatoes, you definitely aren't too late!
