Is my “started pulley” not actually a pulley?

A month after buying, I’m very concerned this bird isn’t actually a female

Bird has me stumped. Cockerel or 'pullet' (I see no pulleys) it is going to be striking once it matures.

He’s 4 months, and he’s also illegal in my neighborhood. I tried to do the responsible thing and get started pullets. Shit.

I'm thinking possible pullet Coloring may scream cockerel but the comb/wattle coloring has me thinking pullet. Also at 12wks I don't see any cockerel feathering .... yet. Sure is a beauty

Could I get a closer/better pic of it's head area?

I disagree. Saddles feathers are obvious in the last pic.
