Is my 9 week old chicken actually a rooster?

If that chicken is an adult (because you were using the words "rooster" and "hen"), then it would be a hen. If it is nine weeks old (because the title says differently than the post), then it would be a cockerel starting to grow in the pointed feathers.
 
The title of the post is "Is my 9 week old chicken actually a rooster" so the bird in question is 9 weeks old, regardless of what terms op uses in the post itself. Yes, chickens under one year of age are not technically considered hens or roosters, but that is not common knowledge for the general population (which also includes new chicken keepers).
 
This is another photo of all the chickens. Not sure if some chickens just look different from the rest? We got them all in the same week.

100% a cockerel if he looks like that at 9 weeks. Pullets will rarely be that red with such developed comb and wattles at that age
