Is my brooder too hot or too cold?

I just hatched out 2 coturnix quail and i put them in a brooder. How do I know that they are too hot or too cold? I have a thermometer in there but I put it at their feet level and it reads 80-90 degrees. Is that ok?

How are the chicks behaving. Huddled under it = need it warmer. In separate areas well away from lamp =to warm. If you can lower the light bulb into the brooder a bit more that will raise the temp.
