Is my chicken a rooster?!?

So, I bought this chicken about 2 months ago as a pullet (it should be around 4-5 months old now) and the guy swore to me all of his birds were hens. Well, I came out this morning and it was crowing! It had never done that before, and only did it a couple or times. Does it look like a rooster from the picture? I can’t tell otherwise. It isn’t aggressive, doesn’t have spurs, and the hack/tail feathers look like they could go either way to me.

Yeah pretty much. Are you allowed to keep him. Roosters can actually be really tame. Currently my nicest chick is one of my roos

I’m technically not allowed to have roosters in city limits, but I may hold onto it until someone says something. All of the places around my house are businesses, not homes.
