Is my EE a roo or a pullet?

I have a trio of twenty-week-old EEs. Two just began to lay this week, and the hold out is a VERY large and tall rusty red gold bird. It has the fluffiest beard and a slightly larger pea comb than the others. It's body stance is taller and not as hen-like as the others. It's appearance says rooster, but it has no spur development to speak of, and has made no attempt to crow, even at 20 weeks! It is not the top bird in the pen (an incredibly bossy pullet is), and its tail is no longer than the others.

Is it just a "big-boned" girl, or do EE roosters develop very late? Thanks for your expertise!

On the boys, you will notice pointed hackle feathers around the neck and pointy saddle feathers, usually pretty shiny.

My EE roo is far more obvious at 16 weeks- I'd like a better look at that tail, but I'm leaning pullet. If it was younger I'd say roo.
