Is my rooster a runt?

These chicks are all 11 days old. I got 6 females and this 1 male from my local feed store who stocks from Ideal. They are Welsummer. I heard some breeds the male will feather out slower but i hadnt seen definitively that Welsummer was one of those breeds. So is he a runt? Or is it normal for him to develop slower? He's the one drinking from the waterer. He has barely any tail feathers and his wing feathers don't extend as far as his female counterparts.

All perfectly normal :) as long as he grows and feathers out and is healthy it’s all good.
 
I got 9 straight run chicks 2 weeks ago. I noticed the exact same thing with two of my chicks. I think they might be males. They have much tinier wings, smaller statures and no tail feathers.
