Is my silkie a cockerel or a pullet?

I bought 3 Silkies. 1 of them was older than the other 2. I really thought she was a girl at first because she had a lot of feather development. All my other roosters had almost no feather development until they were about 4 wks old. I believe this little silkie is probably about 3 wks old. She's been standing quite straight up lately, but the thing that is really making me question if she is a cockerel, is the fact that I believe she/he is already getting some waddle development. I do know that Silkies r harder to sex than other breeds. Just want to know, am I just paranoid because everytime I get chicks from tractor supply I always end up with a few roosters, or am I really on to something. Here is the chick in question. Is this waddle development I'm seeing?

I can't tell whether that silkie is male or female, but I think you're noticing the wattles more because she/he has no beard.

Some silkies have beards, and some do not. Beards cause the wattles to be smaller and harder to see. Beardless silkies of both genders tend to have visible wattles by the time they're mature.
