Is this a bantam?

My daughter purchased 6 Golden Comet chicks from TSC. Four of the six survived and they are now 6 months old. Three of the chicks progressed well, and they are now beginning to lay nice eggs. The fourth was always much smaller and has been very slow to feather out. Is this chick a bantam, or is this a case of failure to thrive for some reason?

Here are a couple of pictures taken today. As you can see, there is a great size difference between the two.






And, the smaller chick is also very light in color.

I would appreciate any information that anyone can provide to me so that I can pass it on to my daughter.

She very well could be a bantam, if she was tiny as a chick. But I haven't seen any bantam sized golden comets before. Just my humble opinion, but I think it might be one of those cases where the pullet is just one of those little chicks that, for some reason is just going to be small, and you never figure out why. Golden comets can vary in color, or she could be a different hybrid, say a golden buff or red sex link......

She's cute as a button.....
