Is this a blood ring?... day 21

I candles this egg as it is one of two out of 19 that haven’t hatched or pipped yet. I didn’t see any movement and in general the dark portion of the egg seems small for a fully developed chick and then I saw this strange line (see pic) this picture doesn’t show what I saw very well

It appears to me the embryo stopped developing early on during the incubation process. Hard to tell by the pic if that's a blood ring. Here's some pics of typical 'blood rings'.

I don't know that I see the blood ring but the embryo does look small for day 21. My guess would be that it quit around day 16-17, though if you don't smell anything bad and you don't see seepage on the outside of the shell, I would personally wait at least an extra day before making a final decision since you're still on hatch day.
