Is this a Cochin Rooster?

I'm pretty sure this is a rooster, that was supposed to be a hen.
I think it's a Cochin, any help will be appreciated.

I got him 2/28/20 and he was only a couple days old, so around 16 weeks.

Looks like a white cochin to me, and definitely a rooster. He looks 100% cloud.

LOL, DUH. Yes he is VERY fluffy, and super sweet. He's my favorite out of my flock of 3❣

Will you be able to keep him?
I love the roosters, they can be so much nicer than the hens sometimes.
What breed are your other two chickens?

I'm not sure , they are changing the ordinance in our area, so I'm praying they allow roosters, especially since I'm already in love...❤❤
My other two are a Barred Plymouth Rock (I think, posted a question about that one too) and my third is a white yokohama, I am certain about that one.
