Is this a courtship thing?

Hey guys, I have a mix flock of ducks and one of my Indian Silver Runners was going in circles while booking her head up and down around my Buff duck. What's going on?
 
Now my female Buff duck came over and my male Buff duck and her started bobbing their heads in unison. Is that a courtship thing?

My pekins do that. It's a friendly gesture, not necessarily courtship. Mine do it to their wading pool [when no one is in it, so definitely to the pool/water not a duck in there!]

Mine are all rescued and rehabbed drakes that I am unable to find homes for. I had a pekin and a muscovy drake that were raised together and bonded while being rehabbed as ducklings. The pekin taught the muscovy to head bob, although muscovies don't normally do that. Interestingly, that muscovy drake doesn't head bob with my current pekin drakes -- not even responding to their head bobbing.
