Is this a frizzle? How?

Hi! I have a cochin chick who was one of 6 cochins I hatched April 20th. So they're a little over a week old now. One of them has weird curly feathers. I ignored them at first and figured they would straighten out, as none of the parents are frizzled. I'm starting to question if it's just a random frizzle? Can that happen?

It could be possible, but i had a chick like this that turned out just like a normal feathered chicken.
