Is this a roo or pullet BR?

It looks like a male. However, I don't think that he is a barred rock. Barred rocks have yellow legs, while this one has white legs. He could be a Cuckoo Marans, though the coloring doesn't seem quite like a Cuckoo Marans.
Which is why I asked if it had white legs, glad I aint the only one seeing white

. For a male cuckoo thou, the coloring isn't too far off. The hatchery hens have a different pattern for sure.

I'm thinking roo and what i've noticed in all three roo's that i have and other people roo's is that their legs are a bit thicker than the hens and their middle toe is like creepy long ET finger. Sorry if he is a roo and you can't keep him.

Thank you everyone. Im just going to wait and see if we start crowing. And I the breeder I bought them from sold it as a br but then agan he also sold me a yellow chic with a black spot as a speckledd sussex and now I've been told could be an ancona, java or exchequer leghorn. Atleast shes definitely a she. But they are all sweet so I can't complain too much:D

It's a rooster, and not pure barred or cuckoo. It had one barred parent and one non-barred, you could call it a black sex link. 13 weeks is young to crow, but he will eventually.

Yup. Good attitude. They're chickens and that is all that matters. However, that "breeder" isn't a breeder. That's just someone selling chicks, if you know what I mean.

The bird is indeed a mix and it is a cockerel.

I'm just sad I'll have to part with him. He's super sweet not a cuddler but will sweetly talk to me and take treats. He's easy to carry though lol.
