Is this a rooster?

My laying hens are about 14 weeks. I have two questions. Is the picture I posted a rooster? Also, I have been feeding an organic crumble from Blue seal, when do I start introducing calcium and possibly table scraps?

Yep, that's a cockerel. At about 5 months of age I'd start mixing layer crumbles about 50/50 for a month then just layer crumbles. Scraps can be given now, small pieces till they figure out not to gulp stuff down in big chunks...silly chickens.
