Is this chick OK?

Hello! My second time incubating quail eggs, and only one hatched. None of the others even pipped. She was a few days late and took lots of time getting out of the egg. Slightly wonky feet, but after a couple of days her feet were sorting themselves out and she seemed fine in the brooder.

Today I noticed she seems to be having issues, she keeps opening and closing her beak and I feel like I can hear a faint clicking sound occasionally. She spat up a load of water, and my husband said he saw her spit out bubbles.
She's drinking a lot of water. I cleaned her out and disinfected everything. Her brooder seems the right temp and has been kept clean. We raised one other chick in the identical set up with no issues.

She does this think where she keeps (standing) closing her eyes and then wobbling a little, like she's going to fall over. But then she rights herself. I added a video here:

Does anyone have any ideas??
 
A friend of mine had a button chick making the same clicking sounds…. it had aspirated water as well. Fortunately, it survived. Make certain her/his water dish is shallow with marbles, so she/he can safely drink. I hope there is improvement.
Concerning the hatch…. it does really sound like possibly the incubation temperature wasn’t optimal. Sorry for your losses.
I’ve been blessed to be a quail “parent” (of 4 types) for nearly 25 years.
