ive had 3 hens doing the same thing in the same spot today never seen them do this before they are about 17-18 weeks old
is this egg layg behavior?

No, they're just having a nice healthy dust bath. Kind of like spa day for chickens!
They should start laying soon. Watch for combs and wattles to get redder and a bit swollen. One of my pullets got very cranky a few days before her first egg. Think I would too!
