Is this frostbite? Or just my chicken's skintone?

It has been around 10-20F for a few days. One of my silkies has white tips on two of her toes, although I can't tell if her toes just naturally have white tips (may also be possible.) Especially because the two tips are uniform on the two same toes. She is not limping nor acting like anything is wrong, also the color doesn't seem to return at all if I warm her feet up in water/leave her inside. Thanks for any help!
