Is this handsome/pretty red bird a pullet or cockerel?

Hi all!

Thanks in advance for your help sexing this bird. I am a first-year chicken owner and this one has got me scratching my head -- most days I feel certain it's a cockerel, but in comparing him/her with my only other definite rooster, I lose confidence. Both birds are approximately three months old. No crowing or mounting from the mystery bird yet. Any guesses on breed(s) appreciated as well, he/she came from a 4H club and I'm otherwise unsure of their origins.

For comparison, here is the similar-looking and precocious Prince George, who is 110% roo in training:
