Is this molting?

This is my first winter with my hens. They are in the coop with attached run all day until I get home from work then they are free ranging until dark. I went out to collect eggs tonight and let them out and noticed feathers missing off my one hens neck. The skin under looks like it’s dry and cracking. Is this just molting? Is this something more serious? If it’s more serious is there something I can do to treat it? I did notice one other hen with feathers also missing from around its neck but not to the point that this one is.

I don't think she's molting. I don't know what it could be. It could be that she's being bullied, but if her skin is dry, it might be something else.
