Is this molting?

I have a silkie rooster that is about 18 months old. His feathers are all very short. He never went bald they are just short, like about 1/4" to 1/2" long. He used to be very full feathered. Now his whold body is this way. I have another silkie rooster that is older and is the "main-man" and he is not that way. Do you think this is molting or the other roo picking on him? I have not witnessed any fights. I have all the chickens free ranging in about 1/2 acre pen. There are about 20 hens to share. The only time they are enclosed is in the coop at night. He seems to be perfectly fine and never has signs of injury. He just looks so bad... any suggestions?

Can you possibly post pics of this roo? Some of us with experience with molting might be able to distinguish a difference.
