Is this normal behavior for a rooster?

I think I'm a bit confused here?...
Are you talking about a Fully mature Rooster or a Cockerel the same age as the Pullets?..He really doesn't know yet that he is a Cockerel till his hormones kick in..

He is not fully grown yet but he is 3-4 weeks older then they are. The females that are his age are not friendly with the babies. They chase them around the cage pecking at them. The rooster is more protective of them and he sleeps with them under his wings.

He must be pushed out too so has become part of the littles group...
